Tabitha Hackett, a Title Clerk with the License Plate Agency, helps Andrew Staton of Kernersville with his request on Wednesday, December 4, 2013 in Winston-Salem, N.C. Local DMV offices have been overloaded after recent closures of nearby License Plate Agencies. Staton was their to help his mother and said he had to come to Winston-Salem due to the office closure in Kernersville.
